<h5>A New Bill in Parliament</h5><p>The Indian government has brought a new rule called the Constitution (130th Amendment) Bill. This Bill says that if the Prime Minister, a Chief Minister, or any minister is arrested, he or she will have to leave their job.</p><p>Right now, the Bill is being read by a group of MPs called the Joint Parliamentary Committee (JPC). Their work is to check the Bill and suggest changes before Parliament talks about it again.</p><h5>What Does This Bill Say?</h5><p>The Bill says that if a minister is arrested for a serious crime (a crime that can give at least five years in jail) and stays in jail for 30 days without a break, then on the 31st day the minister must be removed. If this is not done, the minister will lose the job the next day. Later, if the court gives them bail (temporary release from jail while the case is going on), the person can again become a minister.</p><p>This rule will apply not only to the Union and State governments but also to Delhi, Puducherry, and Jammu &amp; Kashmir.</p><h5>Why Is It Controversial?</h5><p>People who support the Bill say it is wrong for someone to run the government from jail. They think this rule will make politics cleaner. But the Opposition does not agree. They say that being arrested does not mean a person is guilty. They also worry that this rule could be used wrongly to arrest rivals and remove leaders.</p><h5>Where Is the Bill Now?</h5><p>At present, the Bill is with the JPC. The JPC will give its report in the Winter Session of Parliament, which will start in the last week of November. After that, both the Lok Sabha and the Rajya Sabha will have to pass it with a special majority. This means two-thirds of the members present must agree. Only then will it become part of the Constitution.</p><h5>What Lies Ahead?</h5><p>The Bill asks an important question: should a person in jail be allowed to keep running the government? The answer is not simple, because in India, being arrested does not mean a person is guilty.</p><p>In the next few months, we must see what the JPC says, how Parliament votes, and if the courts check the law. Whatever happens, it will change Indian politics in a big way.</p>
