<h5>What is the Delhi Services Bill about?</h5><p>The Delhi Services Bill has laid the foundation of the National Capital Civil Service Authority (NCCSA). This body will have the Chief Minister, Principle Home Secretary, and Chief Secretary of Delhi as its members.</p><p>The NCCSA will make decisions regarding the appointment, transfers, and postings of civil servants who work for the Government of Delhi. It will also have the power to initiate inquiries against or suspend such officials.</p><p>The Lieutenant Governor of Delhi will have the final say on matters relating to the NCCSA and the prorogation, summoning, and dissolution of the Delhi Legislative Assembly.</p><p>The Lok Sabha passed the Delhi Services Bill on August 3, 2023. Four days later, the Rajya Sabha also passed the bill with 131 MPs in support of it. &nbsp;As soon as the Bill gets the President’s assent, it will become an Act of Parliament.</p><h5>Why is the Delhi Government opposing this Bill?</h5><p>Since Delhi is a union territory with a legislative assembly, the Indian Constitution has put some restrictions on its legislative and executive powers. For instance, it cannot make laws for three subjects – police, public order, and land.</p><p>The unique political position of Delhi has given rise to many conflicts between its Lieutenant Governor and Chief Minister in the past. A recent Supreme Court ruling gave Delhi government the right to exercise power over all services except those dealing with the three excluded subjects.</p><p>The Delhi Services Bill has overruled the Supreme Court ruling by establishing the NCCSA and giving more power to the Lieutenant Governor. Mr Arvind Kejriwal, Delhi’s Chief Minister, has strongly opposed the Bill. He believes that their government has been rendered powerless because of it.</p><p>The Indian Constitution gives Parliament the power to amend or nullify Acts passed by the legislative assembly of a union territory. In fact, the Centre can draft laws for all union territories. Mr Amit Shah, Union Home Minister, believes the Delhi Services Bill will pave the way for corruption-free and pro-people governance in the national capital.</p>
